They're reporting that it's apparently from some kind of smoke bombs that were thrown by protestors and that the police haven't deployed any kind of smoke or gas.

I don't know what "pepper balls" are. Probably like pepper spray but in a canister or something.

The streets have mostly cleared. It's mostly police and media plus a small number of people who seem determined to disobey the curfew.
