“He was big into segregation and other stuff,” Tyler said. “He said he wanted to start a civil war. He said he was going to do something like that and then kill himself.”
Tyler said he met Roof, a Lexington, South Carolina native, through a good friend. He also said Roof’s parents, with whom he said the suspect was “on and off,” had previously bought him a gun but never allowed him to take it with him until this past week.
Many of Roof's family members have repeatedly declined to comment on the 21-year-old suspect, but his friends, previous police reports and his uncle have painted a picture of a shut-in with no job and plenty of anger.

A childhood friend with whom Roof had recently become reacquainted said Roof started railing about the Trayvon Martin case in recent weeks, complaining about black people "taking over the world" and about the need for someone to do something about it for the sake of "the white race."

I think you are on to something. 
For example- I know today that Rick Santorum is basically egging Christians on to start killing people - because according to him - this punk killed Christians. It was all about Jesus.
Would I have to turn him in. 
if the guy knew about these plans and didn't turn him in, isn't he really an accessory before the fact? I REALLY miss Jackpine Radical on days like today when I have numerous legal questions.
And misanthrope hasn't been well either - and always was great about talking us down!
The usual response to the obvious question is "I didn't think he was serious". 
1: He'll still be a shut-in.*
2: He'll have a job in prison.
3: Whether he'll be angry is up to him.

The targeting of Emanuel African Methodist Episcopal is particularly significant given its history and symbolism. One of the people killed was Clementa Pinckney, a South Carolina state senator and Methodist pastor at the church, and the youngest African African ever elected to South Carolina’s legislature. In a 2013 lecture posted on YouTube, Pinckney spoke about Emanuel A.M.E.’s significance to Charleston and the nation.

In a nutshell, you can say that the African American church—and in particular, in South Carolina—really has seen it as its responsibility and its ministry and its calling to be fully integrated and caring about the lives of its constituents and the general community... Many of us don't see ourselves as just a place where we come and worship, but as a beacon, and as a bearer of the culture, and a bearer of what makes us a people. But I like to say that this is not necessarily unique to us; it's really what America is all about.
Could we not argue that America is about freedom—whether we live it out or not—but it really is about freedom, equality and the pursuit of happiness, and that's what church is all about. Freedom to worship, and freedom from sin, freedom to be fully what God intends us to be, and freedom to have equality in the sight of God. And sometimes you gotta make noise to do that. Sometimes, you maybe have to die, like Denmark Vesey, to do that. Sometimes you have to march, and struggle, and be unpopular to do that.
