Can you sue the police for slander and libel?

We get story after story after story after story after story after story after story how cops file false records after they arrested someone. Or how they lie to the press to frame the case in the media before all the facts are out.

My question:
These reports inevitably get to the public via journalistic efforts. If the police lies about someone being a criminal, is it possible to sue the police for slander and libel?

For example:

The cop wrote in his report that he had checked the license-plate in a database and that the arrested person came up as a known gang-member. Which is demonstrably false.

Could the arrested person sue the police for slandering him as being a known criminal?
