The USA has a 1% rate of millionaire to population ratio.

So, giving people who are worth millions only $87,000.00(174,000/2=87,000) for a job that averages 137 days (2001-2013) a year. A job where majority of their time is spent fundraising; doesn't seem like much of a threat to me.

How about 50% of their pay is donated to the opposing political party in their name?

this helped to finance large tax cuts to the wealthy.

Now, the Trust Fund is large, and the Republicans do not want to pay back all of that money that is owed to average Americans. If they succeed it will be a GIGANTIC transfer of wealth from average Americans to the wealthy. Just as they planned all along.

Democrats allowed this to occur though without raising the visibility of its occurrence. They didn't FIGHT to change things either for many years. Will the Democrats meekly go along with this transfer of wealth, and will average Americans ever really understand what the Republicans (and probably some centrist Democrats) are trying to do here?
