can the house of reps bring charges against a private , currently unelected to office for high crimes & misdemeanors?

But they can charge people with contempt of congress.

The "House Un-American Activities Committee" threw a number of people in jail for either being communist or communist-oriented, or not cooperating with the committee during the late 1940's.

There's no room in the country to set one up. In addition, the President will likely veto the bill.

IMO, contempt of this Tea Party congress is a virtue, not a crime.
