Why could a former reporter lobby the secretary of State directly?

They kept asking: Why could a former reporter lobby the secretary of State directly while there was no evidence that Stevens had her private email address?
If Stevens had used her private email, then the GOP would be attacking that.
Now it seems that they wanted Stevens to use her private email.
It is against government policy to use private emails to conduct government business.
