You could read that to support what Trump's interpretation was last night.

It is a hypothetical discussion and he says "should."

Frankly, I think Trump is right on the narrow issue of how China screws over American jobs.
And sadly, a lot of Democrats have let this trade imbalance happen in the name of "free trade".
Which is yet another reason to support Bernie Sanders -- because I don't know anyone -- anyone -- who believes Mrs. Clinton and her new stance against the TPP.
