I'm not an expert on what emergency is and isn't qualified to receive FEMA assistance, but I do know that some of my facebook acquaintances are buying into the bullshit that it's all the federal governments fault that this crisis is ongoing. Never mind that Snyder and the repub controlled state government pushed the change to Flint River water to cut costs, and never mind that Snyder covered up the problems for nearly a year.

is for natural disasters.
Just because Flint is not getting fema funds, does not mean the federal government is not assisting in financial aid.
from the link in the OP:

Snyder requested $96 million in disaster relief, but Obama extended $5 million in federal emergency aid and followed Thursday with an $80 million allocation to the state of Michigan for federal drinking water construction aid and loans. The $80 million comes from the 2016 federal budget, and the state presumably would award most if not all of the assistance to Flint.

Which leads me to question a few things. Why is Snyder so insistent on getting FEMA funds? My guess would be so he can say this is a natural disaster and not his fault. Even the federal government agrees with him.

The other thing I question is the OP, itself. Just a link. the real headline:

FEMA again denies Snyder’s Flint disaster request

with the comment about eating lead. When the actual article states that the federal government is giving financial aid, just not through FEMA.
So what is the motivation behind the OP? I find it disingenuous and purposely misleading. Because if they had posted the first 4 paragraphs with the link, the complete opposite of what the OP says would be apparent.

"FEMA’s mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate all hazards."

Lead in the water would seem to be a hazard.

per the article that you posted. Flint is getting federal aid, just not through FEMA. So I don't get you ire.

if they are best equipped to get clean water to the innocent people of Flint.
The bill needs to be sent to Snyder and not from our federal tax dollars.

Nothing!

Summarizing from sources behind paywall:

The SBA is telling small businesses they need a FEMA number, FEMA is telling them they cannot have a FEMA number if they are a small business. Catch-22. Havoc ensues.
