2. There's an easy way to get companies "on board" with this and get it passed...

just tell companies they have to start paying men less. When employees get pissed about taking the pay cut, the companies can tell them, it's not our fault, we can't pay you more and be compliant with the law. Companies will save a lot of money on this so they'll push for their legislators to pass it.
