Question about health insurance coverage for a domestic partner purchased through an employer

We have one daughter who has no health insurance. We have another daughter who has health insurance through her employer and is single. Her insurance allows an employee to add a domestic partner to her coverage.

Is there any chance an uninsured sibling could be added to her insured sisters health insurance policy in place of an actual domestic partner under this provision in a situation like this?

We had to sign an affidavit saying we were in a relationship.

Only married/domestic partners, dependent children under the age of 26, or disabled dependent children can be covered.
