One line that teaches us so much if googled: 'a service supplied in the exercise of governmental...

'a service supplied in the exercise of governmental authority' means any service which is supplied neither on a commercial basis, nor in competition with one or more service suppliers.'

Basically, that one line is part of a two line definition of scope in one existing and three currently pending back room deals, and that is changing the world, and not in a good way, and its in part 'because of us', but we almost 100% of "us" don't seem to know a damn thing about this, but we need to, now.

Because the coming election will be seen elsewhere as a referendum on THAT.

So, lets talk.
