Writing on phone so keeping it brief:
Residents in the town of Hebert are being told to evacuate by the Caldwell Parish Sheriff.
This is a mandatory evacuation.
According to the National Weather Service, a dam in Richland Parish broke, and the water is heading straight for the Caldwell - Richland Parish line.

from the article in the first link, it doesn't sound like a catastrophic failure, but rather a breech of one of the river's banks.
We will receive an influx in water levels, but not in a manner that will gravely endanger life. We continue to urge residents in low lying areas along Lafourche to evacuate due to the escalation of water levels.

Update from Caldwell Parish Sheriff's Office: A spoil bank north of LA HWY 15 in Richland Parish has crested and the water is flowing south along the the spoil banks of Lafourche Canal. We would like to let everyone know the rumors of 4-5' walls of water are in fact not true.
