Senators should not vote on anything their last year in office

I mean they are "lame ducks" after all for that whole year, let the people decide who they want to vote for them.
And Congressional Representatives should only vote their first year in office, and not when they are up for re-election, cause then the people aren't deciding.

See how that works, can't be only for the executive.
