I believe there were actual brain storming sessions by the GOP

and thier right wing underlings to frame racism and bigotry as being politically correct ideas. That the two do not exist any longer in our society. I don't think this idea just happened but was "seeded".
I have not witnessed any such strategy meetings but
I've been around enough politically powerful conservatives who admitted to as much. Actually joking that some liberals were so dumb they would buy the idea. I have had an interesting career that has put me around all types of people and in situations I was totally uncomfortable with but had to tolerate. I have even been at a political conference for George Wallace. Saw JB Stoner, notorious segregationist and church bomber, speak at that conference. This was before he was convicted of the bombing. Wallace was in his wheelchair. I can talk about this now because these depicable people are long dead.
Bigotry and racism is so rooted in our society that only vigilance will keep it at bay. It is alive today as I'm sure the majority of us here on DU know very well.

There is no reverse racism. Only racism.
