Can you imagine the political upheaval if Comey had recommended prosecution?

It would have been chaotic. It would have created great turmoil within our political system.

It would have ripped the Democratic Party apart. Donald Trump would have been the presumptive President of our country.

Then again, that may have been the worst thing that could have happened to the Republican Party?

There would have been blood on the floor.

The FBI makes a referral to the Department of Justice if their investigation turns up evidence of wrongdoing. It's the DOJ that seeks an indictment from a federal grand jury.

Usually when an FBI investigation turns up nothing, it just quietly goes away. In fact, the FBI isn't in the habit of publicly confirming that they're investigating anything at all. This is a very unusual situation in at least two ways: Public knowledge that an investigation was being conducted; and holding a press conference that there will be no recommendation to prosecute. Strangely enough, these two curious facts haven't featured in much of the reporting in the popular media.

Didn't mean to get all pedantic. Your conclusion, though, stands: There will be no indictment because no crime was committed.

That won't stop our good friends on the Republican side. They're really stingy with money when it comes to spending on the citizenry, but dropping seven, eight or even nine figure sums on pointless, go-nowhere investigations doesn't bother them in the least. "Okay, nobody else thinks so, but by golly, we're real sure a crime has been committed, somehow somewhere, and we're going to find it!"

I don't think he is going to sit there quietly and allow Paul Ryan etc to smear the FBI.

They knew this was basically a turf war between Intelligence and State, and that Obama/Biden are the only ones with the power to overrule her classification decisions -- not Intelligence.

This has just been a lot of huffing and puffing all along, and they knew it.

So Comey had his little presser because that's the most this Republican-donating-conservative-FBI guy could ever do. Try to get what few points off the Dems he could get.
