(90,061 posts)It's certainly terrorism, but not stochastic terrorism. Stochastic terrorism is used in the context of inflammatory political statements or actions designed to incite it, i.e. that someone intended to make it happen by speech or action, while not themselves being directly connected to it. A lot of times the inciter and the incitee are not on the same side too, but intent is essential in political usage, because it is in contrast to direct terrorism, bombing things you don't like yourself.
This looks more like some well trained people who were pissed about the murders of black people and acted on that directly.
Stochastic means unpredictable, and is usually used in the context of recursive processes, but it is not the same thing as random, random is a much more stringent condition. Stochastic just means unpredictable, could be in a very structured way like in quantum physics.
