What is Broken Windows policing?

I do committee work with local police. We have a broken windows concept, but it means neighbourhoods with a lot of broken windows and infrastructure go to the top of the list to be fixed up.

The dispersal of police forces is based on incidents, not the neighbourhood.

We have implemented the original concept of "broken windows" and it worked as advertised. Crime is down and undesirables moved to another (broken) part of the city.

In some cities the implementation was modified to having active participation of the police including "stop and frisk" and racial profiling.

Now people are critical of "broken windows" because that part of it is a proven failure.

What gives?

The police made victims out of those for being poor and/or fitting some preconceived stereotype.

One of the facets of "broken windows" is a stepped up police presence. However, when that police presence is targeted in a way which implements a bias against a core set of citizens, then it will cause issues. I've never seen a stop and frisk which was not designed to have a bias in its effect.
