Detroit had the largest industrial complex in the world during WWII. Detroit was inland, away from ship cannons and even aircraft carrier bombing raids.

Along come rockets, MERVs. We could not have our production capability all within a couple of H-bombs of each other. So, move plants to other states. Give tax breaks to incentivize those moves.

Thus Detroit, Flint, Pontiac became rust belt wastelands of too many houses and too few jobs.

Corporations saw that they too could be wiped out if the US was wiped out. So, they also went global, helped by the advent of satellite communications allowing a moron scion of industry to sit in an office watching work halfway around the world.

The tax breaks remained. Whether by lobbying, ideology of un-tethering the hands of corporate decisioning, or congressional laziness -- I don't know. I bet lobbying. But, it does not matter.
