On edit: It's been reported that Trump may have saying "It gives money to vets", but considering that he never disbursed any of the money in his infamous January "fundraiser" in lieu of a Megyn Kelly debate until the Washington Post called him out on it, that hardly makes him look any better in the story.

Gabble a bunch of words tangentially related to the question from the professor, and see if it floats by. Unlike our hypothetical professor, though, not one reporter in the country is going to say, "That made absolutely no sense."
