In Colorado you may substitute a puff for a sip. Or just drop a dollar in the Hillary jar instead of drinking.
Not so much fun, but completely understandable.

Take a sip or puff if Trump mentions how smart he is.

The members of Congress involved cannot be sued for defamation, since they are protected by the “Speech and Debate Clause” of the Constitution.
