A question about how government works

When Trump orders the stripper pole to be installed in the Oval Office, will he need to follow federal procurement policies? Competitive bids? Minority-owned business preferences? Disclosure of lobbying activities?

I believe the White House has its own special historical commission that ensures remodeling and repairs don't adversely affect the cultural heritage value of the building. I'm not sure is previous presidents had pole dancers, but I'm sure the new president will be able to find a precedent for it. Lobbyists will be happy to pay the bills, so procurement rules will be no problem.
