Trump attacked Intel community for months in order that

1. His followers will believe they have no credibility (so when something might come out he can discount it).

2. When something came out (like yesterday) he could claim that it was false and made up as revenge by the Intel community as payback for his attacks.

Tidy, right?

(All except but the part about how this will never work. Stay tuned.)

claptrap. He hawked it so that he could use it as cover if useful or necessary. By undermining it first, he can exploit it later. Only thing is that Intel community is not some abstract term like "rigged". They know stuff. It will be interesting to see how he tries to get over on them. This is surreal.
