http://www.rawstory.com/2017/01/russian-lawmakers-move-to-decriminalize-domestic-violence-in-368-to-1-vote/A bill that would downgrade domestic violence from a criminal charge to an administrative offense passed its first voting hurdle on Wednesday in Russias lower house of parliament the duma .
Politico Europe said that 368 lawmakers voted in favor of the bill with one no vote and one abstaining.
Under the rule, the charge of battery within the family would be removed from the Russian Criminal Code, said the Moscow Times. The offense will be punishable by a fine, community service and a brief prison term.
However, the criminal charge returns if a perpetrator is charged with the offense twice or more in a year.

(58,785 posts)arrested under the old system, and with the extreme punitiveness typical of conservative systems, could this be an enlightened move? (Even better than Jeff Sessions "evolution" in deciding that being only 18 times more punitive toward crack users than powder, instead of 100, would be appropriate?)
Reminds me, though, of a charming old Russian wedding ceremony custom of the father passing over both his daughter and the stick he beat her with (one hopes usually symbolically) to her new husband. I read about that in a biography of a historic figure, though, so hopefully associating it with today's Russia does it a grave injustice.
