There will be quotas to meet. Can't fill all of those cells with brown/black people. The demographic numbers aren't great enough for greater expansion.
BUT -- debtor prison. Could you imagine how many people could be tossed in the clink for not paying bills? Getting behind on credit cards, mortgages, medical bills, child support, utilities, car payments? The private prison system employees lawyers to help write laws to help keep the cells filled and profitable. That would be a treasure trove of "criminals" to fill the cells. Reverse some legislation and write some new and voila, back to debtors prison.
I would think a lot of Trump voters could be at risk since many are in a particular socioeconomic category.
So many people have no idea what they may be in store for with the horror-elect.
