Don't know what group, and it's only about 2 dozen people who aren't being paid much attention to.
Nothing else going on around the Mall.
Might have been some pushing and shoving getting out of the area a little earlier?
BTW, Pedestrian traffic is extremely light for the event. I'd be surprised if there were more than 20K people there, including the people who had to be there (New people, Congress, etc...)
