I think [the executive order] was not properly vetted, so you have an extreme vetting proposal that didnt get the vetting it should have had, and as a result, were seeing some problems, Portman told Jake Tapper on CNNs State of the Union.

It went from Bannon to Trump to the world. No State Department input, no Homeland security input.......

of its plans by anyone. So, no such review took place. There should have been a review by the State Department, the Attorney General's office, and the military. That's the normal process. Trump is doing nothing but signing whatever Steve Bannon hands him.
That's a recipe for disaster, really.
