But we need to make sure we sustain everything we build over these next four years so that we can Keep America Great for years and years to come.

It's clearly part grift -- there's gold in them thar rubes -- but it's also a way to silence not-for-profits.
Part of the tax-free benefit of being a NFP is that one cannot campaign for or against specific candidates. One can campaign for or against policies only. (Yes, I know this is observed in the breech far more than in observance. That's a separate issue.) By filing for 2020 so early, that creates a club that can be used to threaten the 501(c)3 status of NFPs like PP, ACLU and Sierra if they say anything about Trumplethinskin that the Gold Glioma dislikes. There's a good chance the NFPs will win on appeal to the IRS -- because the FEC filing is 3 years early and violates norms -- but it makes the NFP spend lawyer money and time on bullshit.
