i think everyone in the white house is just trying to exert power.
i think donnie is such an inept leader and so in over his head that there's no clear direction.
or at least, direction can shift like the wind depending on what he sees on foxnews at 3am.
so, in this power vacuum, bannon is just writing as many executive orders as he can. there's no "process" because these keystone kops don't know ass from elbows. so donnie just signs anything that appeals to some campaign themes. he certainly doesn't care about pesky details.
meanwhile, conway is spinning as best she can and looking ridiculous when confronted with the practical implications, so she says what she needs to, which may include some policy adjustments to make things the way she thinks they need to be.
preibus then chimes in and reverses something because no one's making any sense and he steps in and tried to fix it.
eventually donnie listens to foxnews again and decides who on his team is getting reamed the least, and he tweets support for that view.
so, basically, he's making policy by having his minions fling their feces at the public and then he says, "just scrape off the 5% of it you don't like."
