While there are people in 45's cabinet and close circle that are military, this is not a military coup.

Cabal does fit - "a small group of secret plotters, as against a government or person in authority."

So I'd go for "fascist cabal in Washington."

Coup d'etat (same as putsch) is what I've been using, because the "shoe fits" like custom-crafted footwear.
