Americans build an indestructible super computer to control our nuclear defense. The machine becomes sentient and makes friends with a similar super computer in Russia. Both decide that perhaps humans are superfluous. Hijinks ensue.

Actually, you said "bad" horror movie. This one's really pretty good. The way I felt after I watched it the first time is the way I feel now.
