Is the GOP "Healthcare" Bill subject to filibuster in Senate

8. Well the ACA was passed in 2 parts. The second part passed by reconciliation...

So anything passed by reconciliation could conceivably be undone by it.

It isn't always clear what "reconciliation" would include and exclude.
