I read an essay years ago about the spectacle of (I think) a North Korean military parade, and the ridiculous way the troops looked goose-stepping. The writer said they looked ridiculous, and posited that the North Koreans knew they looked ridiculous. But the point wasn't that they didn't mind looking ridiculous, but that anyone pointing it out was going to put themselves in the cross-hairs as subversive of the totalitarian regime.

Similarly, I think on some level President knows how ridiculous he looks when he does shit like this, but if you ridicule him for it, he marks you down as an enemy of his estate. This is a petty little man who never forgets a grievance, real or imagined.
