One of the most troubling things about the Trump Administrations, in terms of international diplomacy, is that most of the Under Secretary positions and many of the Assistant Secretary positions remain vacant, after the Obama appointees left. That leaves pretty much everything to Rex Tillerson, who appears to be mostly uninterested in diplomacy.
The Jingoism and isolationism this implies is alarming. Trump, by refusing to appoint people to those positions, is basically stripping off the top layers of authority from the State Department. Those Under Secretaries and their assistants are the people who normally advise the Secretary of State and inform the Secretary of issues and the state of relations with our allies and adversaries.
