(3,473 posts)Since then, Congress has authorized "military engagements" and other limited actions. But Congress hasn't declared war.

(654 posts)has repeatedly abdicated that responsibility the war powers act allows for direct action, theoretically the president is supposed to consult Congress and there is supposed to be some sort of direct threat but that hasn't been challenged much since the Act was passed. Also the president is supposed to routinely consult with Congress during the 90 period of the act and Congress is supposed to offer some authority.
We've been bombing countries for the last 16 years that were never part of the initial authorization of the use of force without a whisper, again mostly because our representatives have decided they prefer to let the executive have that power.
