If you actually think how tall the desk in the Oval Office is, it's normal - maybe a little under 3 feet high - eg:


The picture is drawn with the eyeline just under the top of the desk. It shows a lot of the design on the carpet, and his feet are on the same level as the bottom of the desk, and his shoulder barely above its top. It depicts Jesus as barely above 5 feet tall.

It's either using a lot of weird symbolism, or the artist hasn't got the hang of perspective and proportion - which Western art has sussed about 500 years ago.
