No, it isn't.

Insurance providers are pulling out of the ACA because the Rs refused to fund the subsidies in the law that were earmarked to offset losses insurance companies faced by taking on high-risk patients. The law was enacted, so the Rs legally should have funded that aspect of the ACA.

By not funding, they CREATED a situation where insurers had no option but to pull out of the high risk strategy because they were not receiving the money they were promised.

The lack of service and options in certain areas then becomes a fair accompli, i.e.: exactly what the Rs hoped would happen by refusing to pay insurance companies the $ they were promised.

joining the Chumpcare parade, when they know how unhappy many people are with it and that it's unlikely to funded sufficiently?
