4. Susan Collins is a Republican, but she is nowhere near Cruz

At a point where a few Republican votes meant things passed or they failed in 2009 - she was one of the Republicans we could win on things like the stimulus and the budget. Neither would have passed without Collins, Snowe and Specter (not yet caucusing with us).
