It only applies to people who REFUSE to get insurance..
The way Chucktoad & the others present it is as if everyone who got a drivers' license also got a bill for an automatic DUI.
ONLY PEOPLE WHO GET DUIs PAY THE "TAX" FINE...NOT ALL DRIVERS
