I used both snail mail and their "Contact us" form on the Justice.gov site.
If you use their site to get to the "Contact Us" form, click on Contact located on the top right of the page. On the next page click on Contact Us (located at the bottom of the white menu on the right). In the the topics drop-down (at the subject line), scroll down to the bottom and select "Messages to the Deputy Attorney General". I did it for the Trump/Russia ties, but my friend asked for 2 special counsels - one for Trump/Russia and another one for Emoluments/Trump family self dealing and corruption.

I am writing to request that you appoint an independent special counsel to investigate potential ties between the Trump Campaign/Administration and Russia.
The sitting President of the United States is an enemy of our country. That is an extremely sobering truth with which all Americans must come to terms. We are watching a slow motion coup be perpetrated against America. This administration and any complicit members of Congress need to be investigated, tried, legally removed from office, and/or appropriately imprisoned. They are acting as agents of Russia.
This matter can only be addressed through such an appointment. An independent special counsel is needed to ensure that any findings are not clouded by partisan bickering and deflection. Former FBI Director Comey’s termination cannot be allowed to impede the investigation’s momentum or findings. Since Attorney General Sessions has recused himself from any investigation of matters regarding the investigation into the campaign and ties to Russia, the responsibility falls to you. The longer you wait, the worse it will get and the less of a chance there is to save America and the Constitution to which you swore an oath to defend.
