1. Technically, that'd be a 3.5 x 1.5, cuz here in the US we get less for what we pay for

Not to say that a stick-built house of 1.5 x 3.5 won't stand.

before it is kiln dried and planed. Kind of like buying a 12 oz steak at a restraunt - it's only 12 oz. if you get it extremely rare - like raw.

11. Well, some of it is drying, but different species have different hardness and shrink differently

That would result in slightly different dimensions for the same nominal dimensions...

Have you found 5/4 stair tread in oak or pine to be anything other than 1 inch thick?

Our finished product was planed to a standard thickness for said lumber. I admit, that we only produced pine framing lumber. I would rather re-saw my own anyway.

6. Does it go to the people or to their employers?

Because, if it goes to their employers, they may never know about it.

A healthcare plan that we are forced to purchase and fined if we don’t, which purportedly covers at least 10 million more people without adding a single new doctor, but provides for 16,000 new IRS agents, written by a committee whose chairman says he doesn’t understand it, passed by a congress that EXEMPTED themselves from it, signed by a president who smokes, with funding administered by a treasury chief who DIDN'T pay his taxes [Timothy Geithner], for which we’ll be taxed for 4 years before any benefits take effect, by a government which has already bankrupted Social Security and Medicare, all to be overseen by a surgeon general who is obese, and financed by a country that’s broke!!!
