That means ALL SENIORS WOULD GO INTO HIGH RISK POOLS. There is no guarantee that anyone under Medicare right now because Ryan wants to phase out the entire system. Add to the fact that Social Security is on the block to be cut or privatized with private (401K) accounts. So once you have used up all your money you are done.
