Formal dress is now normally reserved for diplomatic audiences. In the 1990s, a Roman Catholic priest in Ireland provoked a controversy by claiming that then-President of Ireland, Mary Robinson, had breached protocol by wearing jewellery and by not wearing black nor a mantilla for an audience with Pope John Paul II. The Vatican subsequently pointed out that the traditional form of dress worn for papal audiences was no longer obligatory.

She met him on an airport tarmac, and at the White House. She wore pale blue and black, respectively. I don't think that she wore black at the WH visit specifically because it was the Pope. Rather, it was likely because she does tend to wear a lot of black. She also was bare-headed at that meeting.

if I remember correctly.

Michelle's bright blue dress was when Pope Francis visited the US I believe.

I'm going to run for Pope next time around.

As it turns out, it is not strictly required that one be a cardinal, and I looked over the rules which did not expressly state a candidate has to be Catholic.

So I'm gonna give it a whirl in the next Pope election. I may have the odds against me, but if you don't play, you can't win.

Not that I have any great fondness for the rules in Saudi, but neither Mrs. Obama nor Mrs. Trump wore a head cover in Saudi, but both did at the Vatican.

There are, of course, a lot of ways to look at that, given the rigidity of its enforcement in Saudi, etc.
