He has had grandiose ambitions all of his life, so becoming President is only the culmination of his egotism. He has discussed possibly running for President in interviews long ago, well before Obama was in WH.

He is a deep seated racist and misogynist though, whether or not he actually believed his Obama birther lies or wanting to lock up Hillary. But the combination of Obama being Pres. and Hillary wanting to be Pres. was a natural catalyst for him to spring into action spreading his venom and lies about them without any scruples, knowing that he was playing into the prejudices of millions of Americans.
