1. Maybe you know this state. When you're falling asleep, you start dreaming but you are not fully asleep yet. Or when you wake up in the middle of the night for a few seconds, turn around and go back to sleep.
2. When your brain is partially shut down due to sleep-mode, you have trouble remembering words.
Here's my speculation:
Trump was asleep, but all this negative press-coverage was going around in his head.
He wakes up half-way, still the negative press-coverage on his mind.
This cannot wait until tomorrow: He and his thoughts are so important, the world must hear of them immediately.
He grabs his Smartphone with one outreached arm, head lying on the pillow on the side, eyes half-way closed.
He types something into Twitter, but is not awake enough to realize what he's doing there. He's trying to type "coverage", but is not awake enough to remember the word. So he types a word that feels right. This leads to "covfefe".
He presses "Send" and immediately falls asleep again, the Smartphone still in hand.

He thinks he is beginning a sentence "Despite negative press coverage" and then initially planned to add an independent clause like: "my administration has accomplished more than any other in the first 120 days."
But he begins falling asleep 1/2 through "coverage" and types "covfefe" instead. Then, thinking this is the end of his thoughts (imagining in his drifting off mind that he already had typed the independent clause), he hits the send button and enters slumberland.
It seems pretty clear.
