Does Putin win now that the Paris Accord is not signed by Trump? Putin loves

Climate Change. He's said that before. What are his markets for oil? Will they be affected because Trump did not sign? I guess anything that slows down the switch to clean air technologies helps Putin.

Which is a bad thing. Like Gore said they are like Big Tabacco in the 70s and 80s. The longer they can keep the Americans from going to electric cars the better for opec.
