It's not something they like to talk about as they are hoping he'll grow out of it eventually. However, Reince "I really am a good boy and not a traitor to my country" Priebus is quite mature in doggie years, and according to the vets with whom we spoke about the matter (off the record), he should have long outgrown this behavior as it is most frequently seen in sexually immature animals.

He also, apparently, and to the great embarrassment of everyone present, tried to hump one of Ambassador Kislyak's four chins during one of the several "totally normal" unreported meetings the Trump team members had with the well-known Russian ambassador and infamous Kremlin spy recruiter in the Oval Office, which the US press were not invited to attend. It was said by several attendees that Kislyak took the incident in stride, laughing loudly, taking a giant swig of vodka, and proclaiming in a booming voice that the Reibus's inappropriate humping was likely a result of Putin having "his balls in a vice."

Insiders also relayed that Sean Spicer felt a bit disappointed by the fact that Priebus never attempted to hump his leg (or any other part of his body). According to an anonymous source from within the White House, Spicer stated that "It hurt my feelings a bit, you know? I always thought I'd be the first to be humped but it just didn't happen. It's hard to see other people getting it first."
