What would really be cool is if a private foundation were set up to fund research about managing climate change and creating new energy technologies. Michael Bloomberg is offering up to $15 million to support the U.N. agency that helps countries implement the Paris agreement, but maybe other wealthy people, like Warren Buffett and Bill Gates, along with ordinary citizens, could create such a foundation. I'd donate to that.

It is simply an assembly of states that will sign a memorandum of understanding (aka pledge) to implement the Paris accord within their boundaries. Accountability will be at each state's level for adherence to the GHG targets set in Paris.

The grouping has been specifically crafted such that it does not need to be sent to Congress for ratification. Compacts between states usually require congressional ratification.
