My thoughts on Trump and Terrorism

What with Trump taking his travel ban to the Supreme Court and all the attacks in Europe, it worries me that in his budget he proposes some pretty dramatic reduction to funding anti-terrorism programs in America. The 3 main reasons I can think of for this is:

1. He's an idiot (this by no means couldn't be combined with the other two)
2. He actually thinks our anti-terrorism measures are up to snuff (or not as important as more tax cuts for billionaires), and he's only pushing his travel ban because he's pissed off that he was told no on something.
3. He wants a terror attack on America for various reasons ranging from his ego - gets to tell us, "I told you so," gets to try to try to define his presidency as the anti-terrorism one (though he would fuck it up - W. pretty much did), etc. to more sinister motives - crackdown on civil rights, possibly attack a country where his businesses would benefit (it was good enough for Cheney), etc.

Comments? Any other ideas?

2. I'll take door number one

and add he is a malignant narcissist. He has no plan, no long game, he never has. That's why he went bankrupt so many times. He doesn't act, he reacts which is why he is so easily manipulated. IMO, the reason he appears to be losing it now is because he has different people, Bannon, Jared, Ivanka etc trying to push him in different directions. Since he lacks an internal compass he has no way to hold a steady course.
