His basic line of questioning, in which he scrambled names and referred to "President Comey", seemed to be directed to proving a "double standard" in that Comey said the Clinton email investigation had concluded in July 2016, but he has not said the same thing about the Russian interference investigation.

The suggestion seemed to be that Clinton should be investigated as to whether HER campaign colluded with the Russians to hurt her campaign, and it is unfair that she's been let off the hook.

YES that is what he was TRYING to say.
