Can Someone Please Explain to Me Why This Isn't a Standard Thing?

OK, when you're not willing to answer a question, and it's not because of executive privilege or that it's classified information, why aren't you then asked to come to a closed-door meeting to answer the question (like Mike Rodgers volunteered to do). Why do you have to VOLUNTEER to do a private session? Why aren't you ASKED to do it? And, then if the person still doesn't answer the questions in a closed-door session, then there should be a penalty for that. So, why wouldn't this be standard procedure??
